Campus, Hostel & Mess Rules including Fee Rules, Do’s and Don’ts
After a student is given admission to the course of study, no refund of fee is permitted on account of non-registration/withdrawal/absence from college or other reasons. A student who withdraws from the course after commencement of the classes, in addition to the installment of the fee already forfeited, will be required to remit to the college the installments of fee payable for the remaining period of the course of study, without any demur.
It is mandatory for all students to reside in the hostel. All hostel rooms are single occupancy based. However, double occupancy rooms may be provided if there is a shortage of vacant rooms in any specific hostel block. If double occupancy is permitted due to constraints of room availability, single occupancy will be restored as soon as the room is available. · Students will need to stay in the allotted hostel room at the Deep and MTH Campuses throughout their stay during the course of studies and change of room will not be permitted. · Students must not deface the room, common area, furniture, fitments, etc. and shall not interchange hostel furniture and other items provided by the college. Students will have to sign inventory at the time of occupation and the items will have to be handed over in good condition, as per the inventory while vacating (excluding any item specified for the students to take). Any damage/loss will be recovered.
- While proceeding on any leave, term-break or attachment etc., students are not permitted to carry the room key along. They should deposit the room key with Hostel Supervisor, however they must keep their valuable in the cupboard and retain their key. If any student locks the room and moves out, in the eventuality of institutional requirement (e.g., any disaster), the lock will be broken, and expenditure incurred in breaking and replacement of the lock(s) will be recovered from the concerned room occupant.
- Entry of boys into girls’ hostels and vice-versa is not permitted, violapaymention of this will invite suspension from the college.
- Students are not permitted to stay overnight outside their hostel premises without prior written permission of the Warden or Director of Student Affairs (this includes staying with a local guardian or parents).
- Students are not allowed to bring outsiders into their hostels, nor are outsiders permitted to stay overnight in the hostel. This includes family members and relatives. Students may meet with visitors (family and friends) on campus.
- Parents and family members, if they happen to come to Pokhara to meet the students, should be accommodated either in Guest Room or Guest House for which the parent must apply and pay separately [from the student’s mess account]. In exceptional cases, if parent has to be accommodated in the student’s room, written permission of Dean is to be obtained well in advance and will be charged extra as per rules.
- If any parent or family member is found staying in hostel room allotted to students without permission, stern disciplinary action will be taken against the student and penalty charges equivalent to double the guest charges will be recovered from the student. · Students staying in the Basic Sciences (Deep campus) hostels must take a No Dues Certificate prior to shifting to the Clinical Sciences (Phulbari campus) hostel. If No Dues Certificate is not obtained, they will be charged for the damage and items missing from the room. Likewise, students staying in Clinical Sciences (MTH) hostels must take a No Dues Certificate prior to vacating the hostel on completion of the course.
- Students may employ maid servants on payment, with the due approval of Hostel Supervisor. Details of such maids will be maintained by the Hostel Supervisor, however students must also keep their contact no and address. The private maid servants and other service providers are permitted in the hostels only between 8AM and 6PM. The safety and security of valuables kept by the students in their respective rooms is their individual responsibility and students are advised not to keep cash or jewelry in the hostel room
- Ragging of any nature is strictly prohibited and students implicated in any such incidences will be dealt with severely which may include suspension or rustication.
- Library and Reading Room of the campus is closed at 10.00PM and Entrance of the Campus and Hostels is closed by 10.30PM at both Deep Campus and MTH. All students staying in the hostels must return to their respective hostel rooms before closing of the Entrance.
- Students are subject to the law of the land and any breach will be dealt with accordingly. · Students are prohibited from consumption of liquor, smoking and the use of substance abuse. The use of these substances on campus and in the hostels is strictly prohibited. Gambling is also not permitted. Any student found indulging in above will be liable to be restricted from the college.
- Students are not allowed to convene social gatherings/meetings of any nature within hostel premises. However, the same may be arranged within the college/mess premises after written permission from the Dean/Director Student Affairs and prior information to Mess Committee and Hostel Warden.
- Even if a group of students wish to conduct an event outside the campus premises, it must be with due approval of the Dean (through Director Student Affairs) and each student participating in any activity outside the campus must seek written permission of the respective hostel warden.
- Students are advised to maintain relatively low sound levels at all times. Playing of loud music, shouting and other such noisy behaviour will not be condoned.
- Students and parents must note that any indecent behaviour on campus will lead to suspension for six months.
- Students staying in the hostels are not allowed to possess any motor vehicles. In addition, hiring and riding/driving motor vehicles is also not permitted. However, in case any student wishes to keep vehicle, s/he must obtain prior permission from Director Student Affairs after signing an Indemnity Bond (in the given format).
- Students opting for the adventurous sports must understand the risks involved and ensure their safety accordingly. Swimming in the rivers and tributaries is dangerous and must never be attempted. MpCOMS will not be responsible for any untoward incident resulting into injury / loss of life.
- Casual Term Fee: A Casual Term Fee will be applicable if a student fails in the University examinations.
- Silver Jubilee, or any other, Scholarship is subjected to satisfactory academic performance and conduct.
- Mess is run by the college itself. A standard menu is prepared based on the suggestions received from mess members during mess meeting. Daily food items are prepared based on the prior approved menu.
- Membership of mess is mandatory for all students of Deep Campus and all students residing in MTH hostels. Self-cooking in the hostel room is not permitted. Food items will not be carried to hostel room, however if required on medical grounds, prior permission must be obtained.
- A food committee, mainly comprising of dining students, is constituted which is expected to give suggestions on improvement in the mess menu. The committee will also assist Mess Committee in eliminating food waste.
- If a mess member is granted leave for at-least 15 (fifteen) days and informs the mess in writing, 24 hours in advance, the mess charges for the duration of absence may be waived off on pro-rata basis. Same rule will apply to students proceeding on end-semester vacations. · The students utilizing mess facilities do not have the option of paying only for single meal like breakfast/lunch/snacks/dinner individually. However, students having their own house in Pokhara or their parents staying in Pokhara can have the option of partial meals for which they have to apply to Chairman, Mess Committee through an application and will be charged accordingly on approval of Dean.
- Mess charges of the month will be put on the notice board by the 10th of next month and mess account advance will be adjusted against the same on or before 20th. Students may seek mess account statements from the Accounts Dept and verify their bills and balances after 20th of each month, however dues/advances will be adjusted on an annual basis, along with the tuition fee installments.
- Refund or exemption of mess charges, if any, will be effective only after approval and instructions of the Dean to the Finance/Accts Dept.
- Changes and Amendments: The college reserves the right to amend / change any of the above terms and conditions and may introduce any new requirements to meet the expectations of the college or regulatory bodies.
